Women Leadership Programme: Sudan
Overview:
In 2012 ICCO was asked by the Netherlands Ministry of Foreign Affairs (MOFA) to look at possibilities for a women’s leadership programme in Sudan. The Sudan Group of the Netherlands Action Plan (NAP) 1325 agreed to this. ICCO has worked in Sudan since the eighties but never had a presence in what is now Sudan (previously northern Sudan).
Objective:
The overall objective of the programme is Strengthened capacity, voice and influence of women leaders in Sudan.
The programme has three objectives:
1: Develop and strengthen mutual respect, interest and action between women leaders from civil society, government and political parties around specific issues
2: Enhanced capacity of young potential women leaders and current generation women leaders to effectively engage and take action
3: Effective management of the fund for the VOND implemented project
The programme will be implemented during a period of 3 years.2014-2016
Implementing partners in Khartoum are the Gender Unit of the Development Studies and Research Institute (DSRI)/ University of Khartoum, the Regional Institute for Gender, Diversity, Peace, and Rights Studies (RIGDPR)/ Ahfad University for Women (implementing objective 1), and Sudan Organisation for Research and Development (SORD) and Gesr, implementing objective 2.
Objective (1): Develop and strengthen mutual respect, interest and action between women leaders from civil society, government and political parties around specific issues
Outcome 1.1: A Core Network Forum of women leaders’ from civil society, government, academia, political parties, legalists, and artists is established and functioning.

1.1.1 A Core Network Forum has been set up and is functional
1.1.2 A study on experiences of civil society - government collaboration is completed and used
Outcome 1.2: A forum for women leaders in civil service is established and functioning

1.2.1 A Civil Service Forum is established and functions
1.2.2 A study on women at decision making levels in civil service is completed and used
Outcome1.3: A legalist forum is established, consensus built around refining discriminatory laws, policies, and regulations on issues of concern. Recommendations for new legal and policy reforms produced and widely advocated for.

1.3.2 Drafts of at least 3 VAW related laws have been developed and are used for advocacy

1.4.2 A review of GoS and political parties’ strategies for women’s empowerment has been completed and is used
Outcome1.5: A forum for women leaders at universities is established and functioning
1.5.1 A University Forum is established and functions
1.5.2 An analysis of VAW related material, for policy reform, has been completed and is used
Outcome1.6: Awomen’s artist forum established and has developed tools/ materials to be used for advocacy and awareness raising

1.6.2 At least five examples of how the Artists Forum effectively supported the lobby and advocacy of the other forums
Objective 2: Enhanced capacity of youngpotential women leaders and current generation women leaders to effectively engage and take action
Outcome 2.1Mutual recognition and effective exchange between young women leaders and established generation of women leaders
Outputs
2.1.1 Research on best practices of established and young generation women leaders completed and used
2.1.2 The 3 dialogue sessions have resulted in concrete and feasible plan of action to improve the link between the generations
Outcome 2.2 Young women have taken up leadership positions and/ or have strengthened positions in communities, civil society, parliament and political parties and apply democratic values; they are effective decision makers and are heard
Outputs
2.2.1 A core group of 60 young women leaders from various sectors of society is established
2.2.2 All 60 women have received appropriate support that has enhanced their skills and chances for leadership positions
Objective 3: Effective management of the fund for the VOND implemented project

3.1 The VOND project has been approved and successfully implemented
3.2 The VOND project has been effectively monitored by PDS
